Goverment Want Changes In Football!

THE Government have released the report by The All Party Football Group (APFG). Although these are only recommendations it is unclear how much of the recommendations will be endorsed by an embattled Football Association (FA) and the wholly mismanaged Football League (FL).

It's clear some of the proposals will be unpopular with the Man Uniteds of this world. With the FA very likely to be pressured by both sides to adopt or ignore many of the proposals.

However it will be interesting how the FA treats the ideas put forward many are likely to cut the income of larger clubs and poorer clubs benefiting from increased revenue.

Obviously the recently embattled Government are trying to sweet talk voters with suggestions, which will be popular to majority of the fans.

Some of the key ideas put forward which effect Grimsby or would benefit clubs like us immensely.

<.li1. Currently Premier League passes on to the football league 5% of its broadcasting revenue. The proposal is to ask them to double this to 10%.

  • 2. The Government want consultation between Authorities and all clubs to reintroduce gate-sharing revenue. I assume it will be what it was before the blue print for football scrapped this because big clubs wanted all the money. It depends how this is introduced this could be damaging if it the suggestion is away end is kept by away clubs.

  • 3. A thorough research impact study in the financial impact of the transfer window.

  • 4. The government are in favour of penalising clubs with severe points reduction who go into administration.

  • 5. A Proposal for wage capping experiment to initially considered at premier level. If successful to be implemented in football League and conference level.

  • 6. The abolition of the football debts rule. So that football debts are not payed first when clubs are in administration.

  • 7. Immediate introduction of fit & proper person test for club directors.

  • 8. All clubs to be brought into line with the best existing corporate governance practice.

  • 9. Clubs should publish full accounts annually and passed to their AGM.

  • 10.Supporters views should be represented in the boardroom.

  • 11. Tax breaks to established supporters trusts like GTST.

  • 12. Football supporters Federation should be founded by the football authorities.

  • 13. FA to be more representative of modern Britain. Obviously a quip at the upper school tie syndrome that the FA seem to have.

  • 14. Plans to make a decision introduce a statutory regulator in 3 years.

  • 15. Independent Football Commission to set up a complaints procedure system. Where they would handle complaints directly and will be Government funded. The Authorities would have to incorporate IFC into rules to make decisions binding.

  • 16. UEFA licensing system to be introduced throughout the game. I assume agents, Coaches even boardroom level.

  • 17. All professional Clubs will have to set 2 year budgets in advance, which will have to be approved. Does this mean external body approval or clubs shareholders via AGM.

  • 18. All agents to be licensed and all payments disclosure. No more cloak and dagger activities.

  • 19. Future premier league contracts to include limited number of games to be broadcast on free to air channels.

  • 20. A proposal that majority of clubs home league fixtures be a 3pm Saturday kick-off. Now this for me is totally stupid suggestion. As this may make the situation were sky broadcasts live games at the same time as non-live matches. Smaller clubs even other premier sides could suffer.

    These are the main points, which effect Grimsby. Many will not be incorporated and some fans will be against some proposals. It will be interesting what town fans think of these Government ideas.

    No doubt we will never see the light of day for many. The big clubs will frown upon anything, which stops them being even richer.

    Editors Note: The Premier League have already rejected calls that it should redistribute an extra 5% of its broadcasting revenue to the Football League and the Conference, on top of an existing 5% it already distributes.
